Abstract

This article examines the implementation of the Creative Economy Development Program through a collaborative governance approach in the East Java Super Corridor (EJSC) implemented in Bakorwil IV Pamekasan. This study aims to analyze the effectiveness of collaboration between the government, private sector, and community in encouraging the development of the creative economy in Pamekasan. The collaborative governance approach developed by Chris Ansell and Alison Gash is used as a theoretical framework with a focus on four main indicators: starting condition, institutional design, facilitative leadership, and collaborative process. The research method used is qualitative with in-depth interviews and documentation studies as data collection techniques. The results of the study indicate that although there is quite good collaboration between parties, there are challenges in ensuring active community participation and understanding between stakeholders. This program is expected to further strengthen the synergy between parties in order to increase the empowerment of the creative economy in Pamekasan.
